Key Duties, Responsibilities and Authorities:
  1. Assists the Director II in providing financial and management services for the Commission and Regional Boards relating to budgeting, financial, collection and disbursement, management improvement and internal control matters;
  2. Supervises the development and implementation of administration and financial policies of the organization as to the control of allotments, expenditures, collections of revenue of the various offices;
  3. Prepares and administers the budget, allocates resources to the different Regional Boards in accordance with their performance;
  4. Supervises the maintenance of the accounting records, preparation of books of accounts, preparation of analysis and submission of financial reports and statements of operations in accordance with existing accounting and auditing rules;
  5. Evaluates and prepares budget estimates and attends budget hearings; and
  6. Exercises technical supervision over accounting personnel.
