RTWPB-CAR Region conducted an orientation on “Usapang 2PS: Pasahod at Productivity” in Baguio City on January 14, 2026. The activity aims to provide valuable insights and guidance to workers and employers on the newly issued Wage Orders (Wage Order No. CAR-24 & Wage Order No. CAR-DW-07) that took effect on December 30, 2025.
Over 60 establishments composed of employers and workers from the private sector attended the orientation.
Department of Labor and Employment- CAR Regional Director Imelda E. Romanillos, underscored in her welcome message the importance of the orientation emphasizing that the information discussed is essential for both employers and workers to ensure proper understanding and compliance with the newly issued wage orders.
Board Secretary Atty. Myrene A. Bosleng gave a comprehensive discussion on the wage structure under the Two-Tiered Wage System explaining that Tier 1 refers to the mandatory component, which is the wage order issued by the RTWPB, while Tier 2 refers to the voluntary component, which consists of the productivity- based incentive scheme (PBIS) mutually agreed upon by the employer and employers. For Tier 1, the salient features of the newly wage orders were thoroughly discussed. For Tier 2, Mr. Israel P. Boleyley, Senior Labor Employment Officer, discussed the PBIS, highlighting its benefits and providing a practical example to guide participants in its application.
Another important topic tackled during the orientation was wage distortion, where Atty. Bosleng explained its concept and the proper procedures for correction in accordance with existing labor laws.
