On June 6, 2019, DOLE Secretary Silvestre H. Bello III approved the Implementing Rules for Wage Order No. RBXIII-16. It was published in the Mindanao Daily News on June 24, 2019.

Rules Implementing Wage Order No. RBXIII-16 reflects the integration of the COLA (Cost of Living Allowance) under Wage Order No. RBXIII-15 into the basic wage and the inclusion of additional P15.00 per day of new COLA under Wage Order No. RBXIII-16.
