No delays: Bicol, Davao minimum wage determination processes on track

The National Wages and Productivity Commission (NWPC) seeks to clarify that there is no delay in the minimum wage determination timelines in Regions 5 (Bicol) and 11 (Davao), as claimed by news reports citing certain labor groups.

Pursuant to the Omnibus Rules on Minimum Wage Determination (NWPC Guidelines No. 03, Series of 2020), the Regional Tripartite Wages and Productivity Boards (RTWPBs) are authorized to commence the minimum wage determination process, motu proprio (on their own initiative) or upon petition, within sixty (60) days before the anniversary date of the Wage Order.

The anniversary date of the last Wage Order for Davao Region is March 7, 2026. Meanwhile, Bicol Region’s anniversary date is April 5, 2026, or a year after the effectivity of the last Wage Order in the region.

The 60-day window to commence the wage determination process for Davao Region began on January 6, 2026, making the current period well within the legally established timeline, while the 60-day window for Bicol Region begins on February 4, 2026.

There is no delay, and the claim suggesting otherwise is misleading. The labor sector is represented in wage boards, and the concerned RTWPB representatives in Regions 5 and 11 are fully aware of the prescribed timelines and the rules.

The NWPC and RTWPBs remain steadfast in their mandate to periodically assess and issue timely and evidence-based minimum wage decisions for workers and enterprises while operating within the procedures prescribed by law and established rules.
