GENDER AND DEVELOPMENT PROGRAM
Overview
The International Labour Organization envisages gender equality as a critical element in achieving Decent Work for All Women and Men. Decent work demands the elimination of gender inequalities through the creation of safe and decent conditions of work with conscious measures and creation of opportunities that take into account the gender-specific needs of workers and enterprises on wages, incomes and productivity through policy, program development and implementation.
To this end, the National Wages and Productivity Commission fervently advocates the Gender and Development (GAD) perspective of contributing to the continuous undertaking of nation-building and national development.
In its efforts to mainstream GAD perspective/dimensions in the content and delivery of its programs and services, the Commission seeks to realize the following objectives:

CLIENT-FOCUSED OBJECTIVES
- Conduct studies on gendered segmentation of the workers and enterprises in specific economic sectors to advance gender equality and non-discrimination within decent work framework.
- Improve mechanisms that address gender issues and concerns relative to wages, incomes and productivity policies, programs and services.; and.
- Establish a robust data and information of women workers’ participation in the conceptualization and implementation of policies and programs on wages, incomes and productivity.
ORGANIZATION-FOCUSED OBJECTIVES
- Continuously build knowledge and expertise on GAD policies and principles to incorporate and advocate gender equality perspectives within operations, policies and programs
- Address gender issues of employees through promoting equitable and inclusive opportunities in the workplace towards safe working environment and family-life work balance; and
- Create a pool of GAD advocates and champions to strengthen the implementation of relevant GAD principles into the various programs, projects and activities of the agency.
Formulation
NWPC held its Training on GAD Agenda and Strategic Plan Formulation for NWPC at the Richmonde Eastwood Hotel, Quezon City, on December 14-16, 2022. Ms. Lorena T. Yunque, an independent GAD consultant associated with the Philippine Commission on Women, acted as a resource speaker for the 3-day event.
Seminar
NWPC conducted its GAD Hybrid Seminar on Safe Spaces and Breastfeeding at the agency’s new office space at the Trium Square in Pasay City. This took place last March 25, 2025 tapping in-housed resource speakers such as Atty. Queen Therese D. Espinas and Director Grace N. Mana-ay-Badilla. This capacity-building activity is deemed hybrid as the RTWPBs also attended the seminar via online teleconferencing.
